Jef Van der Perre (born1939 in Ninove, Belgium) graduated as licentiate in Classical Philology (Latin and Greek) at the "Katholieke Universiteit Leuven" in 1961, and –while teaching part-time in secondary education- as licentiate in Sociology in 1966. He obtained a grant from Belgium's National Science foundation for preparing a PH.D in sociology, but was soon derived into supporting innovative, educational and research policies at university, at both the national  and international  levels.

Jef Van der Perre was the founder of the Academic Planning Office at the "Katholieke Universiteit Leuven (1967-1972).  In 1972 he became Chief of Cabinet of Belgium's Minister for Science Policy, and in 1976, Head of Office of the Prime Minister's Offices for the Programming of Science Policy.  There he made major contributions in establishing  Research Councils at the universities, to realizing a national Programme for research in the Social Sciences, and to Belgium assuming a leadership role in constituting ESA, the European Space Agency. He also served as Commissioner of the Government to the Belgian Office for  Industrial Innovation, and on the European level, as Co-Chair of the Commission for Scientific and Technological Cooperation of the Euro-Arab Dialogue.

From 1978 until 2000 Jef Van der Perre was General Director and then Secretary General of the Flemish Interuniversity Council (VLIR). Some of the major successes of this Council were establishing a University Quality Assessment Programme, in cooperation with the Netherlands Association of Cooperating Universities, and the creation of  a university cooperation programme with Developing Countries.

In the 1990s he combined his VLIR-function with the Directorship of the Liaison Committee of European Rectors Conferences, which published critical but supportive proposals for EU-endeavours in student mobility (Erasmus), the Diploma-Supplement, the European Credit Transfer System (ECTS), the European Research Policy and its Frameworks; the European University Development Cooperation.  Between 1999 and 2002, he served as Secretary General of the International Association of University Presidents (IAUP) where he conceived and organized, under President Sven Caspersen's leadership, IAUP's Triennial Conference on "Touchstones for a Modern University Culture" (Brussels 1999), and initiated and supported the developing of IAUP’s project "Towards a World Quality Register (WQR)", i.e. promoting the establishment of a worldwide Register of trustworthy Quality Assurance Agencies.
